I would say it is UltimateWB because you can not only customize via the website admin panel - there are a lot of options! - but you can add your own coding to it too - html, css, and even js/php.

Is there a website builder better than Mobirise?
Mobirise is a very simple website builder. It hasn’t been a good option for me because of the lack of features and flexibility. The good thing about it is that you can download it and then use the web hosting of your choice.
