No type of websites require a CMS (content management system), but I would say all would benefit from it. It makes build/updating your website a lot easier and faster.

If you need to extend them with plugins/extensions to get the features you need, I don’t think either is very user friendly; but if you’re choosing among those because you want to use an open source program, I would go with WordPress. I think UltimateWB would be the best because you won’t have to search/choose/install any plugins like you would with WordPress. UltimateWB has all the built-in apps you need, and you can customize it without any experience.
