What would be the best CMS or Web stack for news/magazine website with bulletin board (like buy/sell forum where users can interact with each other)?

What skills do I need to build a website like Pinterest?
You can do it very easily with UltimateWB. It has all the built-in apps you need to build a website like Pinterest. The built-in photos app would be great for it. If you want to allow posting for videos too, use the built-in scrapbooks app. I would first use the built-in Templates app to build out sections of the website, and then the website admin panel to customize. UltimateWB is very flexible, and no experience necessary.
