UltimateWB has a built-in forum app. Besides letting admins/moderators to moderate topics/posts, it also allows the authors to edit their own topic posts/posts – but not the posts of others, even if it is for their topic. They can however report any topics/posts, and in that way moderate. You can set a number of reports by visitors/members to automatically remove a post.
