You would need to know html, css, js, php/mysql, or you can just use UltimateWB to create a website like that – it has built-in apps that you can use and customize without any experience. You would want to use the Social Networking apps for creating a member login system, and user profiles, and then I would use the Listings Directory app for the postings.
