If you want to use WordPress, try posting an ad on craigslist. But, you can do it with UltimateWB, without any experience. I would use the UltimateWB built-in Scrapbooks app for it – you can customize it to create a Q&A website like Yahoo Answers and Stack Exchange. There’s no coding involved, and it’s really easy to use. You can use the UltimateWB built-in Templates app to create sections of your website quick, and then use your website admin panel to customize.
