What would you recommend for forum software between SMF and phpBB – or something else?

Between those two, I would go with phpBB. But UltimateWB is a much better option – the built-in UltimateWB forum app has a lot of features, and more options for controlling spam.

UltimateWB used to have an integrated built-in phpBB forum early on, but then it got switched out for this custom forum app to fix the spam issues and add more features to it.

One of the advantages of having the forum built into the website builder is that you can build the rest of your website around the community instead of having to manage a separate forum application. The forum can work together with your website’s member accounts and other features, rather than being something completely separate from the rest of the site.
