Between those 2, I would go with phpBB. But UltimateWB is a much better option – the built-in UltimateWB forum app has a lot of features, and more options for controlling spam. UltimateWB used to have an integrated built-in phpBB forum early on, but then it got switched out for this custom forum app to fix the spam issues and add more features to it.
