You can change the order of the page links at any time - the order of the Top Level page links, sublevel links, and footer links.  Go to the Pages > Update Page Ordering. tab  By default, this page will display the top level pages.  To order another group of links, choose from the "Show Pages Under" menu.  You may order the pages by clicking on the "Up" / "Down" links next to each page title, or by entering in a position value in the text field next to each page title, and then clicking the "Save" button at the bottom.
