I also am still having problems adding the other parishes and towns right now when I try to search only one Parish and town comes up, is it that  I can’t add  other towns until I create a directory listing with an address using that specific address or town?

Yes, correct, the search tool and filters menu populates the location country, states, and cities (however you want to customize the language phrases for those), from the current listings in the directory.  So, if a location is not listed, it means it's not in the directory.  This makes it easy and user friendly for your website visitors.
