It is possible they were just making a new header/footer, without altering your original. The defaults are used when the Add/Edit Page is set to use the default, rather than a specific one.

Regarding scrapbook pages - the title of each is labelling what each page is for, i.e. for categories, search, scrapbook content page, etc.
