Go to Page > List Page. Then click on the "Update Page Ordering" tab on the left side of the List Pages. Updating the order of the pages updates the order they display, whether in the menu, in the dropdown menu, or in the footer links. On the Update Page Ordering, you can select a parent page, to update the order of pages under a page, i.e. for drop down menus.
