You can create video and audio categories as an admin from the List Pages > Add Page section. There is more info on this on the User Manual:

Optionally, you can also allow users to create playlists for their videos:
Allow Creating Video Playlists | |
Total Number of Playlists allowed per member (or ip address) |
Set to 0 for no limit.

And audios:
Allow Creating Audio Playlists | |
Total Number of Playlists allowed per member (or ip address) |
Set to 0 for no limit.
|
