For displaying member uploaded photos onto their user public profile page you have 2 options:

1) On Configure Site > Social Networking > Photo Uploads:

Member Photo Uploads Content Placeholder Text:  
Copy/Paste on a non Photo Uploads category page to display all Photo Uploads belonging to member. Copy/Paste on a Photo Uploads Category page to display its photo uploads belonging to member, if any.

2) On Configure Site > Social Networking > Timeline:

Timeline - Member Profile Placeholder Text:  

For the Timeline app here, make sure you have checkmarked the box to include Photo Uploads in the feed,  You can also add other types of posts to this feed,

For either, make sure to copy/paste the Public Profile Placeholder Text on the page too, and choose this page on the Configure Site > Social Networking config page as the Public Profile page.
