hello I was wondering if the 19$ one time fee web builder has the option to share it with others and have other people on it to work on it

The $19 Promo version has 1 admin panel user. You are free to share that with your admins to all work on your website too. The UltimateWB Lite and UltimateWB Full version have the feature of multiple admins, with the ability to set who has access to what (built-in Admins Manager app).

But if you just need the features in the Promo, it should work fine for you to just share your admin panel username/password.
